Background and relevant experience:

  • BA degree in Economics, Politics and Philosophy (Oxford University, UK); MA in International Affairs (Columbia University, USA), with specialisation in Economics and Development.
  • Since 2001, independent consultant in developing countries. Issues have included sector reform; programme design and review; aid effectiveness; value for money; organisational learning.
  • Previously 10 years as consulting economist with National Economic Research Associates, including office director in Madrid, on NERA-UK’s Management Board and head of health consulting for Europe.
  • Projects advising public/private sector clients in Europe, Latin America, Asia and Africa on institutional, economic and strategic issues, incl. health care finance and reform; social health insurance; pharmaceutical policy and usage; and hospital and primary provider organisation.
  • Member, Global Fund, Technical and Evaluation Reference Group (TERG), 2016-2022.
  • Member, Governing Body, University College London Hospital (UCLH) NHS Foundation Trust.
  • Member, Network of International Consultants in Health and Development (NICHAD).

Cambodia, 2009-2010
For the World Bank: Team Leader for Public Expenditure Review across the health sector. Analysis of the sources and allocation of all public funding of health care, together with efficiency and equity in its use. Main themes include governance, monitoring and evaluation; options for resource allocation; and the procurement and distribution of medicines.

Medicines Transparency Alliance (MeTA), 2010
Evaluation of MeTA following two years of its existence across seven pilot countries. MeTA is a tripartite programme (government, civil society and pharmaceutical industry) aimed at increasing transparency in medicines pricing, procurement, quality and utilisation. Contribution to main findings and specific review of Peru and Philippines.

UNFPA, 2009-2010
Review of costs and economic benefits of programme of improved SRH commodity provision, especially as regards institutional strengthening. Ethiopia as case study.

Kenya, 2009
Economic appraisal of five-year Kenya health programme for DFID, focusing on malaria, HIV/AIDS and SRH preventive interventions. Programme includes contingent involvement with SWAp.

Zambia, 2009
Economic appraisal for DFID of proposed project relating to human resources and training for Zambian health sector.

Egypt, 2008-2010
Lead consultant for reform, strategy and macroeconomic issues to the Egyptian Government in relation to the expansion and reform of their social health insurance system. Working as part of consortium led by Hewitt Associates.

Kenya, 2006

Mozambique, 2006
Evaluation of the merging of resources from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) with those of Mozambique’s common health fund, developed under its Sector Wide Approach (SWAp). Mozambique was at this time the only country in which such a merger had taken place.
